The shipper is responsible for packing the goods for shipments in packages that have been constructed, tested, and marked according to the specifications outlined by the United Nations, as indicated in IATA's Dangerous Goods Regulations Manual (Section 6) and in accordance with the Packing Instructions established in the said manual (Section 5).
